MISSION STATEMENT
The Utility Billing Departments' mission is to address community needs while providing professionalism with experience and sustainable continuity. 

New Service
To establish new service with the City of Cibolo, the following forms must be completed and submitted to the Utility Billing Office. Applications are accepted  Monday - Friday, 8:00 a.m. - 4:00 p.m. The Utility Billing Office requires at least one business day notice to process your application.

If your residence is a new build, the office will order a trash cart and a recycling cart to be delivered to your home. If you're a new resident of an existing home, and you cannot locate a trash cart or a recycling cart,  please call the office or email us ubo@cibolotx.gov, and we will process a request for replacement. Per our contractual agreement, if your city provided cart

Terminating Service

Are you moving out of Cibolo? Please fill out the below form and email it to the Utility Billing Office, and we will process your request.

Submit Your Application
To establish service, you may complete the forms above and submit them to one of the following:

  • Mail to: P.O. Box 826, Cibolo, TX 78108-0826
  • In person: City of Cibolo City Hall, 200 S. Main, Cibolo, TX 78108
Once the Utility Billing Office has created your account, we will respond to the email we received with the information to pay the account setup fee online. Applications received after 4:00 pm will be processed the following business day.

Landlord Automatic Reactivation 
Complete this Automatic Reactivation Form for automatic reactivation of the account. To qualify, this request must be made by the property owner or the owner's agent (with a valid contract), an active deposit must be in place in the principal account, and the principal account must not have been previously disconnected for non-payment. Every address requires a form for the landlord classification on the account.

Once your application is processed, your rental property will be eligible for automatic reactivation. What this means is that every time a tenant closes his/her account, a new account will be created automatically to put the utility service in the property owner/agent's (principal's) name, thereby reducing the time spent applying for and canceling service, and minimizing service interruptions.

Transferring Service
If you wish to transfer your service from one City of Cibolo address to another, you will be required to submit a new application along with a $50 transfer fee. You may have your utility service connected at both residences for no more than 30 days. Transfer Application
