Building Inspections & Permits Process
Permit review depends on the completeness of the application package - an incomplete application submittal may be rejected until a complete application is obtained. The review time for a new residential construction is up to 30 days. Residential remodels / additions, decks, patio covers, swimming pools / spas, etc. are reviewed once a week, but will also depend on the speed with which the applicant can respond to any comments or questions of the plan reviewers. Staff shortages or emergencies may extend this time.
Minor permits such as irrigation, electrical, HVAC (mechanical), sheds, plumbing (water softeners, water heaters), fence, flat-work, etc. may be issued at the window. If there are questions on the projects at the time of submittal, the front office may defer approval to an inspector which may delay the issuance of the permit.
A permit will be issued only when the submitted plans conform to the applicable portions of adopted codes, all fees have been paid, and the contractor has registered with the City. Once the permit has been issued, work may be performed within the scope of the approved permit. A copy of the permit must be displayed until all work has been inspected and approved.
A permit becomes null and void if work or construction is not commenced within 6 months, or if construction or work is suspended or abandoned for a period of 6 months at any time after work has commenced.
Inspections are necessary to protect the public from substandard construction practices and to enforce building codes, local ordinances and state laws.
During the life of the project, the permit holder shall obtain the necessary inspections by scheduling the inspection online @ MyGov.us (contractors only) or calling the Building Inspections Department at 210-658-4175.
Inspections can usually be completed within 24 hours, however, staff shortages or emergencies may extend this time.
During the inspection process, the project will be inspected for (but not limited to) building, plumbing, mechanical, and electrical to verify the project meets all required building codes, local ordinances and state laws.
Certificate of Occupancy
A Certificate of Occupancy (c of o) will only be issued after all required inspections have been approved and any outstanding fees have been paid.
The Certificate of Occupancy is provided to the builder, Utilities Department, and any outside agencies (i.e. Green Valley Special District Utilities) as needed.
The Certificate of Occupancy verifies that the project meets all required building codes, local ordinances, and state laws. In many cases, a Certificate of Occupancy is necessary for insurance or financing. A Certificate of Occupancy is required prior to occupancy and / or use of the structure or building.
For non-residential facilities, a change of occupancy or ownership (including a change of tenant) requires that a Certificate of Occupancy inspection be requested and a Certificate of Occupancy be issued prior to occupancy and / or use of the structure or building. A Certificate of Occupancy is issued only when all required permits, inspections and fees have been completed.
