Is the city planning to provide rain barrel rebates to its residents ? This will provide some financial relief to the residents for outdoor watering while lowering the demand on the city's water system. This would be walking/running/biking trails that would connect different neighborhoods and commercial districts together. Right now, while the city is expanding is the best time to invest in trails...

This would be walking/running/biking trails that would connect different neighborhoods and commercial districts together. Right now, while the city is expanding is the best time to invest in trails that would connect to people's sidewalks and housing communities for recreation and transit.
Trails encourage health and wellness, green spaces add value and beauty to the community. Studies have shown that well maintained, trail investment adds value to community and personal property, and the farther the trails go unobstructed the higher the value is raised. Investing in an extensive network of walking/running/cycling trails now is an investment in the cities future, 30-40 years from now.
As a suggestion, the city could purchase flood plain land and construct a trail system that connects with Main Street. Businesses would benefit, and the health and safety of the community would improve from the investment.
