FINANCE DEPARTMENT

The Finance Department is responsible for maintaining the City's accounting and financial systems. The department is also responsible for oversight of Utility Billing. Responsibilities include:

Vendor Information

In compliance with Texas Local Government Code, Chapter 176, we require certain contract vendors for the sale or purchase of property, goods, or services with the City of Cibolo. To file a Conflict of Interest request, please submit the Conflict of Interest Questionnaire.

Debt Obligations

In 2015, the 84th Legislature passed HB 1378 (codified under Texas Local Government Code § 140.008) in order to increase local government debt transparency across the state. Political subdivisions must annually compile certain debt obligation data from the preceding fiscal year and either report the information to the Comptroller of Public Accounts for posting on the Comptroller's Internet website or post the information on the political subdivision's own Internet website and make it available for inspection by any person. The City of Cibolo has done both.  Download Cibolo's debt obligation report . The Comptroller's Local Government Debt Transparency Page includes debt obligation data for many local governments in the State.

Utility Consumption

House Bill 3693, which was passed by the Texas Legislature in 2007, requires governmental entities to publish consumption and payment information regarding the various utility services used. Download the City of Cibolo's Utility Consumption Report
