Governmental activities are principally supported by taxes and intergovernmental revenues.  These include general government, public safety, streets maintenance, parks maintenance, and community development.  Business-type activities are functions that are intended to recover all or a significant portion of their costs through user fees and charges.  These include water, sewer and drainage utilities.


Cibolo is one of the fastest growing communities in Texas.  Ad valorem tax revenue has grown 46% over the last 5 years to $13 million in fiscal year 2022, while the impact per capita has only increased 24% in the same time period.  Sales taxes have doubled over the last 5 years, with the benefit per capita increasing 69.3%
